Subject: Certified Copy of the Recommendation on Open Educational Resources (OER)
The Recommendation on Open Educational Resources was adopted unanimously by UNESCO’s General Conference at its 40th session in November 2019. The serious health crisis we are currently facing confirms what we already knew:
that access to learning and knowledge for learners worldwide is a crucial and decisive issue.
That is why this Recommendation was adopted by Member States. In doing so, they expressed their common will to strengthen international cooperation in this field, in four areas of action: building the capacity of stakeholders to create, access, re-use, adapt and redistribute Open Educational Resources; developing supportive policy; encouraging quality resources that are also inclusive and equitable; and nurturing the creation of sustainable models.
Pursuant to Article 15 of the Rules of Procedure concerning recommendations to Member States and international conventions covered by the terms of Article IV, paragraph 4, of the UNESCO Constitution, please find enclosed a certified copy of the Recommendation in the six working languages of UNESCO.
